 Position Title: Project Assistant (Common Pipeline
Logistics Focal Point)

Duty Station: Kyiv, Ukraine

Classification: General Service Staff, Grade G5

Type of Appointment: Special Short-Term, Six months with the possibility of extension

Estimated Start Date:As soon as possible

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The intensity of the armed violence in Ukraine is having a severe humanitarian impact on the population. The conflict has resulted in loss of life, injuries, and mass movement of civilian population throughout the country and to neighbouring countries, as well as severe destruction and damage to civilian infrastructure and residential housing. In summary, according to Office of Coordination and Humanitarian Affairs (OCHA) reports, with the scale and direction of the ongoing military operation, 18 million people are projected to become affected, including up to 6.7 million people projected to be newly internally displaced. Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services and basic non-food items.

IOM is rapidly scaling up Non-Food Items (NFI) distribution responses capacity in the country. Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI supplies.

Under the overall supervision of the Chief of Mission  and NFI and Programme Officer (NFI/Common Pipeline), and the direct supervision of the Common Pipeline Officer (NFI), the successful candidate will be assisting with managing Common Pipeline supplies & logistics to ensure high-quality Common Pipeline programme implementation across Ukraine.

Core Functions / Responsibilities:

  1. Supports as a Common Pipeline logistics focal point, providing overall details of Common Pipeline supplies, including the volume, warehouse location, and contact details to partners, facilitating smooth process in dispatching supplies for partners’ distribution.
  2. Verifies sufficient Shelter/NFI and WASH common pipeline stocks are available in IOM’s warehouses and provide regular online weekly update of the stock status to both Shelter/NFI and WASH Cluster.
  3. Coordinates the release of Common Pipeline Supplies from the warehouses, in coordination with a Supply Chain Assistant, and ensure that all NFI promptly released to Common Pipeline Partners.
  4. Supports maintenance and review of Common Pipeline requests, need assessment, reports. Tracking all details related to the common pipeline utilization which also include response locations, beneficiaries number reached and other relevant information for reporting.
  5. Coordinates Shelter/NFI and WASH pipeline supplies procurement process including preparation of procurement plans, long-term agreements (LTAs) renewal, prepare procurement request forms (PRFs) and closely follow up the progress with Supply Chain Unit.
  6. Supports monitoring the quality control and assurance process for all common pipeline supplies which includes the quality test of samples received, visual control and quality inspection of supplies procured and delivered to IOM. Shares feedback received from partner on common pipeline supplies quality to Common Pipeline Officer (NFI) and Supply Chain Unit.
  7. Maintains a Common Pipeline database, ensures all documents related to pipeline projects are complete, in order, and updated for filing. Do the routine monthly checking of the completeness of pipeline documents filing which covers pipeline request, assessment reports, distribution reports, waybill and packing list, PRF, PO and any other relevant documents.
  8. Maintains regular communication with Clusters (Shelter/NFI, WASH, and Logistics Clusters) and all partners related to management of pipeline requests and supplies movement.
  9. Undertakes Partner warehouse monitoring visits and liaise with counterparts as per programme requirements.
  10. Advises Common Pipeline Officer (NFI) on any emerging issues relating to Common Pipeline Programme.
  11. Performs such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree or equivalent from an accredited academic institution in Social Sciences or any other relevant field with at least three years of professional work experience.
  • High School diploma or certificate with five years of professional work experience.

Experience

  • Experience working in post-conflict/emergency zones and in high-risk environment.
  • Experience in humanitarian response or related field (operational field experience a must / emergency experience preferred).
  • Experience in Non Food Items and Common Pipeline programming in emergency humanitarian response is an advantage.
  • Experience in emergency, supply management and logistics, distribution tracking and reporting
  • Excellent communication skills, ability to coordinate and corresponds in a clear and concise manner;
  • Ability to complete tasks in a timely and accurate manner;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
  • Good level of computer literacy, including EXCEL, MS WORD, MS TEAMS, OUTLOOK etc.
  • Required high attention to details.

Languages

English and Ukrainian (oral and written) is required.
