Консультант по роботі з пам’яттю (короткостроковий, національний) /Consultant for memory work (STTA, national) до Фонду «Партнерство за сильну Україну»

Фонд «Партнерство за сильну Україну» (ФПСУ) — це багаторічна, донорська програма, координатором якої є Міністерство закордонних справ, справ Співдружності Націй та розвитку Сполученого Королівства (МЗС СК), та яка реалізується у співпраці з Урядом України.

Метою ФПСУ є створення кращих умов для керування українською державою в партнерстві з громадянським суспільством і приватним сектором інклюзивним національним відновленням і відродженням у контексті російської агресії.

ФПСУ, а саме його проект «Відродження», реалізовуватиме підпроект «Перехідне правосуддя» з червня по грудень 2023 року. У рамках цього підпроекту ФПСУ реалізовуватиме проектні заходи по роботі з пам’яттю та меморіалізації, спрямовані на:

• Підтримку низових ініціатив, ОГС та місцевих органів влади для спільної роботи над темами пам’яті про воєнні події, травми, вшанування пам’яті та меморіалізації;
• Розвиток навичок та досвіду по роботі з пам’яттю та меморіалізацією у представників громадянського суспільства та місцевої влади ;
• Підвищення обізнаності про поточну діяльність по роботі з пам’яттю в Україні шляхом збору, поширення та популяризації отриманих уроків і даних щодо роботи з пам’яттю та практик меморіалізації в Україні.

Ми шукаємо консультанта для підтримки команди підпроекту «Перехідне равосуддя» у здійсненні роботи з пам’яттю та підвищення обізнаності, залучення зацікавлених сторін у цільових громадах та на національному рівні, проведення тренінгів для зацікавлених сторін та аналізу діяльності ФПСУ у сфері перехідного правосуддя. Цільові громади наразі не визначено, але, ймовірно, вони будуть у Київській, Чернігівській, Сумській, Харківській та/або Одеській областях.

Обов’язки:

•  Аналіз існуючих планів, політик, оновлень та розробок по роботі з пам’яттю, наявних в цільових громадах і областях;
• Оцінити та проаналізувати рівень досвіду та спроможності щодо роботи з пам’яттю серед місцевих учасників;
• Організація зустрічей, семінарів та консультації у залученому підхіді з представниками громадянського суспільства та місцевої влади для визначення потреб і планування реалізації роботи з пам’яттю, роботи з минулим та практик вшанування пам’яті;
• Розвиток стійких мереж зацікавлених сторін на рівні громади та області;
• Підтримка ФПСУ шляхом залучення зацікавлених сторін, зокрема на рівні громади, області та центрального уряду;
• Обмін інформацією з командою “Відродження” та іншими командами ФПСУ для інформування майбутніх  програмнихактивностей;
• Участь в плануванні діяльності з підвищення обізнаності та заходів щодо роботи з пам’яттю та вшанування пам’яті;
• Виконанняінших завданьвідповідно до вимог керівника проекту “Відродження”.

Необхідні навички та кваліфікація: 

• Необхідний принаймні ступінь бакалавра, бажано  в галузі вивчення конфліктів і миру, вивчення пам’яті, політології, соціології, психології, історії, культури, права чи подібної галузі.
• Принаймні п’ять (5) років підтвердженого досвіду в розбудові миру, розробці політики пам’яті, дослідженнях у відповідних сферах, дослідженнях пам’яті, розв’язанні конфліктів, музеї, кураторстві, документації.
• Підтверджений дослідницький та аналітичний досвід, досвід розробки методології, проведення фокус-груп, збору та аналізу отриманих уроків.
• Підтверджений досвід проведення стратегічних сесій і тренінгів у відповідних сферах, таких як конфлікти та пам’ять, політика пам’яті, робота з минулим, залучення громади,практики вшанування пам’яті, інклюзія та соціальна згуртованість та/або вирішення конфліктів.
• Розуміння питань ґендерної рівності та соціальної інклюзії та того, як вони мають вписуватися в процес відновлення.
• Розуміння місцевого, регіонального та національного політичного та суспільного контексту. Перевага надається кандидатам зі знанням Київської, Харківської, Чернігівської, Сумської, Одеської областей.
• Знання ключових учасників та зацікавлених сторін як на місцевому, так і на центральному рівнях (уряд, громадянське суспільство, приватний сектор тощо).
• Відмінні комунікативні, управлінські та адміністративні навички.
• Бажано мати досвід роботи з донорськими проектами.
• Вільне володіння українською та англійською мовами.

Підпорядковується: Керівнику підпроекту – «Перехідне правосуддя та культура й ідентичність».

Тип зайнятості:  100 днів часткова  залученість 100 днів від червня по грудень 2023 року;

Summary:  

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression.

PFRU and its Revitalise Project will be implementing the ‘Transitional Justice’ sub-project from June – December 2023. Within this sub-project, PFRU will focus on memory work, children and transitional justice, as well as women, peace and security. It will implement activities aimed at:

• Memory work and dealing with the past, memorialisation to promote healing and truth-seeking with a gender, equity and social inclusion lens;
• Transitional justice initiatives related to children, including with a gender, equity and social inclusion lens;
• Assessing existing initiatives and identifying areas for further policy and programming support in relation to the prevention of, and delivery of support for survivors of sexual and gender-based violence, including access to justice;
• Designing and delivering initiatives to support civil society and government actors in relation to integrating participatory approaches to addressing women peace and security issues.
• Providing technical support and overseeing grants to community-based initiatives on transitional justice issues related to women peace and security.

 We are looking for a consultant to support the transitional justice sub-project team in the implementation of the planned activities, providing expertise and advice on the topics of i) supporting civil society and government actors to design, promote and implement memory and memorialisation activities; ii) supporting civil society and government actors to respond to children and transitional justice priorities, including the unlawful deportation of children; iii) integrating a gender, equity and social inclusion lens across transitional justice initiatives; and, iv) supporting civil society capacity-building across project activities, with an emphasis on conflict and gender-sensitivity.

Responsibilities 

•  Assist senior and junior TJ advisors and sub-project lead with the mapping of existing memory initiatives and actors which include a GESI lens and SGBV documentation efforts, including evaluation the level of expertise and capacity in delivering memory work among local actors.
• Analyse existing plans, policies, updates and developments in the memory work filed in targeted hromadas and oblasts.
• Provide project support on stakeholder engagement, particularly at hromada, oblast and central government levels, develop strong stakeholder networks at the hromada and oblast levels.
• Support activity implementation on transitional justice issues, including with civil society actors, government actors, and in collaboration with potential international partners.
• Support raising awareness with civil society, local citizens in targeted hromadas, and potentially GoU on the existing oral history and memorialisation initiatives, with emphasis storytelling as a form of truth-seeking, recognition and justice.
• Deliver technical support to CSOs and local state authorities to ensure effective access to community memory initiatives, including the promotion of memory as a form of collective healing.
• Assist sub-project team in integrating “do no harm” approaches across transitional justice programming.
• Support mixed methods research initiatives on transitional justice-related subject areas as needed.
• Assist MEL and technical team in the collection, analysis and reporting of monitoring data for project activities.
• Provide project management and administrative support over the course of project delivery as needed, including coordination with other areas of Revitalise and PFRU.
• Using a participatory approach, organise meetings, workshops and consultations with civil society and local government representatives to identify needs and plan the implementation of memory work, dealing with the past and commemoration practices;
• Collect and share learning with Revitalise and other projects to inform future programming.
• Perform other tasks as requested by the Revitalise Project Director.

Required Skills and Qualifications 

• Bachelor’s degree required, advanced degree preferred in law, human rights, conflict and peace studies, international relationships, memory studies, political science, sociology, history, culture or a similar field.
• At least three (3) years of demonstrated experience in transitional justice, access to justice, human rights protection, truth-seeking, peacebuilding, memory policy development, research in relevant areas, memory studies, conflict resolution, documentation or social work.
• Demonstrated research and analytic experience in developing methodology, conducting focus groups, collecting and analysing lessons learned on social justice-related issues.
• Experience in implementing activities on a donor-funded project.
• Demonstrated experience in delivering consultations and advice to different stakeholders on social protection, human rights, or related subject areas.
• Demonstrated experience in delivering strategic sessions and trainings in relevant areas, such as conflict and memory, memory policy, dealing with the past, community engagement, participation, commemoration practices, inclusion and social cohesion and/or conflict resolution.
• Understanding of gender equality, vulnerabilities and social inclusion issues and how these should fit into a post-war recovery process.
• Understanding of local, regional, and national political and social context. Candidates with knowledge of Kyiv, Kharkiv, Chernihiv, Sumy, Odesa oblasts oblasts preferred.
• Knowledge of key actors and stakeholders, both at the local and central levels (government, civil society, private sector etc.).
• Excellent communication, management, and administrative skills.
• Experience of working with donor-funded projects preferred.
• Fluent Ukrainian and English required.

Reports to: Project Lead – ‘Transitional Justice’ sub-project

Duration of Assignment: Up to 100 working days  – June – December 2023

Location of Assignment: the candidate should be based in or willing to travel to Ukraine. Regular trips to Kyiv, Kharkiv, Chernihiv, Sumy and/or Odesa oblasts will be required.
