The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world dependent on its huge grain supplies. It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

Under the overall supervision of the Head of office and the technical supervision SO3 manager, the Programme Policy Officer – will be expected to perform the following duties:

1. Support the development and rollout of livelihood and resilience projects ensuring alignment with wider programme policies and guidance.

2. Provide project management support, including the use of financial resources, to the assigned resilience and livelihood projects, ensuring a coordinated approach with other programmes.

3. Liaise with internal and external counterparts, in particular to the Government, to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.

4. Support the identification, development, and management of potential partnerships for implementation of resilience and livelihood programmes.

5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

6. Liaise with implementing partners (internal and external) to monitor ongoing projects in operational areas, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery.

7. Liaise with the Research Assessment and Monitoring (RAM) team to develop sound monitoring and evaluation plan for learning and accountability.

8. Support the capacity building of cooperating partners and local authorities within the specific technical area, providing them guidance and consultations on the operational activities.

9. Produce timely feedback to the community members on project implementation and monitoring, including issues, challenges, implementation timelines and decisions made by WFP project team in accordance with agreed protocols.

10. Support in conducting assessments, community engagement and follow up on the implementation of livelihoods activities.

11. Supervise and provide guidance and leadership to junior staff.

12. Perform any other duties as may be provided by Supervisors from time to time.

To join us in saving lives, changing lives, you will have:

Education:

Advanced University degree, or First University degree with additional years of related work experience and/or training/courses in Agricultural sciences, Agricultural economics, Agribusiness, Economics, other field relevant to international development assistance, or other related fields.

Experience:

At least one (1) year of postgraduate professional experience of working in Programme, Agricultural, or other field relevant to international development assistance.

Knowledge and Skills:

  • Has implemented programmes and provided input into designing operations.
  • In-depth technical knowledge on sustainable food systems, e-commerce, agriculture and nutrition value chain, programme co-ordination and projects implementation or other related fields.
  • Data analysis skills.
  • Good reporting and writing skills.

Language:

Fluency in English language. Fluency in Ukrainian Language.
