ORGANIZATIONAL OVERVIEW 

FHI 360 is a US-based NGO dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions.  FHI 360’s Crisis Response team is responding to the humanitarian emergency with the 12-month Ukraine Humanitarian Assistance Response Program (UHARP), providing integrated health and protection programming focused on decreasing morbidity and mortality among the conflict-affected population.

Health sector activities will include identifying and filling critical needs at identified facilities with a particular focus on Non-Communicable Diseases (NCDs), in close partnership with Oblast Departments of Healthcare. In areas where the health system may be overwhelmed due to sudden population movements, areas of former besiegement or areas that may be experiencing a potential infectious disease outbreak, FHI 360 will provide direct support to primary health care using mobile clinics, which will be mobilized when needed and upon request for support from national or sub-national health authorities. Additionally, to strengthen capacity for clinical care for cases of rape and sexual violence as well as improved integration of mental health support, the project will deliver training on WHO’s mental health Gap Action Program (mhGAP) and Clinical Management of Rape (CMR).

POSITION OVERVIEW 

Under supervision of the Senior Health Officer, the Health Officer is responsible for developing and leading technical programming and plays a critical role in ensuring the organization’s emergency programming is responsive to the needs of conflict-affected populations in Ukraine. They will ensure health-related activities adhere to technical standards for the field and will support technical programs from assessment and conception through close-out and evaluation.

KEY RESPONSIBILITIES AND DELIVERABLES

• Work closely with the Senior Health Officer to achieve program objectives and targets effectively and efficiently – including through continuous field-based assistance for mobile units and supported facilities, support for trainings, and providing regular updates on inventory of medical equipment and supplies used by the project.
• Collect and coordinate data needed by health staff, while maintaining records and utilizing automated data systems for tracking project progress, providing inputs for program reports, and monitoring compliance with protocols, agreements, and training materials.
• Participate in introductory meetings with government ministries and coordination bodies.
• Develop and update a health-specific work plan with Senior Health Officer
• Provide field supervision to supported clinical staff in mobile teams and health facilities.
• Participate in health-related meetings / coordinate with partners.
• Review health related indicators and ensure programmatic data is collected and detailed in both narrative and data forms on a monthly basis.
• Any other tasks assigned.

DESIRED QUALIFICATIONS

• University Degree or equivalent in Medicine, Public Health, or relevant discipline.
• At least 3 years of national work experience in primary health care programs.
• Demonstrated knowledge of technical standards and best practices in medical care provision in humanitarian settings.
• Prior work experience in a non-governmental organization (NGO) is highly preferred.
• Fluent in Ukrainian and excellent in English.
